The Second National Conference for Women in the Police, 2005.
Work for the present conference started in 2004 with the setting up of Sub-Committees to address the
following specific areas that are its major themes:
(i) Mainstreaming of Women in the Police
(ii) Training needs and Attitude change
(iii) Life style management for women in police
(iv) Work place environment including sexual harassment at the work place.
In addition the Feedback and Good Practices sub-committee sought presentations from three states,
viz. Maharashtra, Tamil Nadu and Jammu and Kashmir, which, in the opinion of the organizing committee,
have adopted good practices with regard to effective utilization of the potential and talent pool
that women in police represent.
Through a process of plenary discussions and group workshops assisted by selected resource persons,
the Conference aimed to evaluate the progress made on the recommendations of the first conference,
in particular in the specific areas which are its major themes, and to initiate a consultative process,
across ranks, so that the dimensions of the problems and solutions as understood and suggested,
would have validity across the police hierarchy, and as far as possible, across states.
The conference was hosted by the Uttaranchal Police at the Lal Bahadur Shastri Academy of Administration,
Mussoorie, from the 27 to the 29 July, 2005. It was attended by 278 women delegates from 28
states, 3 UTs and 7 central police organizations.
These included 36 IPS officers, 16 DIsG/IsG, 35 SsP, 40 Dy.SP/AC's, 46 Inspectors, 65
ASI/SI, and 39 Ct. /HC s.1 .Both English and Hindi were used to
facilitate discussions and understanding, while
the delegates were grouped on zonal lines for
purposes of administration and management.
It became evident during the conference that the nature of the topics intailed someoverlapping of
content. An attempt has therefore been made in the overview of proceedings that follows to minimise
repetition at the risk of not presenting a comprehensive view of the working of each sub committee or
group workshop.
