The Requirements and Needs For Training

IV. Four
Tier Training Approach
Training is organized in the police organisation covering all levels from the lowest to the highest. At
present, training programmes for the Constables at the cutting edge level put equal emphasis on
functional skills and attitudinal orientation. For the SIs, training is aimed to contribute to enhancement
of professional knowledge, understanding and skill, and at the same time promote widened professional
outlook so as to prepare it for future tasks and responsibilities. For the fourth level i.e. for IPS officers,
besides offering stimuli for expansion of the mental horizon and attainment of professional excellence,training is aimed at sharpening perceptions in relation to multi-dimensional linkages in policy formulation,
development of capabilities in a changing socio-political and technological context, dynamism and
innovation tempered with pragmatism. Since the performance of the police at the lower levels depends
largely on the leadership provided by these officers, their personal example, drive and initiative set the
tone for the lower ranks and the impact of their knowledge, skill and personality can result in an
overall improvement in the effectiveness and conduct of the force.
The draw back in training mainly relates to the third level meant for Deputy Superintendents of Police
due to recruitment of small number that prevents getting trained in out-door squad drill or company
drill and also due to the absence of any separate training institution in any State for that rank.
Generally, they are trained either in Police Training College or State Police Academy meant for training
Sub-Inspectors by the trainers in the rank of Inspectors. Therefore, it is recommended to have a
Central Training Academy for training all State DSsP as all the subjects excepting Special and Local
Laws are one and the same. This would also help the officers of that rank to get a feel of All India
milieu, while may help them when they are conferred with IPS apart from getting a systematic training
that is conspicuous by its absence in most of the States.
