I had the privilege of attending the 2nd National Conference for women in police held at Mussoorie,
Utharanchal State from 27.7.05 – 29.7.05. The reception, accommodation, transport, dining and
other arrangements were very good. I had the opportunity of sharing my room with one of my
counterpart serving at Lucknow. It was indeed a memorable event. We did exchange views about our
personal as well as professional lives. I felt that such an opportunity should be given to all delegates
as it would enable them better interaction.
On the first day of the conference, the recommendations of the Ist National Conference were
reviewed. The delegates were unaware of the recommendations. Thus the recommendations of the
previous conference may be made available in the folder given to the delegates. Similarly a copy of
the recommendations made during this conference could have been given to the group leaders.
I felt that the language was a barrier for interaction. Initially I was very happy that it was bilingual
but later turned to be mostly in Hindi. Me and my team members were silent spectators during the
special address delivered by Smt. Girija Vyas, Chairperson, National Women’s Commission and experience
shared by three police officers of J&K.
The allotment of time for presenting ‘Good Practices’ was not uniform. Though J&K and Tamil Nadu
police teams were given the opportunity major time was consumed by the J & K police personnel.
Thus the Tamil Nadu police could not get even a few minutes to share their experience with regard to
‘Management of station records through computers and interviewing techniques of victims’. This was
much felt even by the delegates from other states who were very keen on knowing the technique.
On the second day after the delegates were grouped into three for discussion the joint session
commenced even before all the three groups assembled together. Thus I missed the opportunity of
hearing the summing up session of ‘Training opportunities and needs’.
In general the conference threw more light on the functioning style of police women across the
country and the need for mainstreaming. The conference not only provided a platform to police
women to interact with one another cutting across the ranks and files but also provided an opportunity
to hear the views of various dignitaries especially His Excellency the President of India. It presented
a national scenario on the change agents in police force who wanted to achieve excellence in their
professional as well as personal lives. The conference also sent a clear signal that given the opportunity
the police women are second to none. Further it enhanced my self confidence and feeling of
empowerment. Above all the conference provided me an opportunity to interact with my own
counterparts in the state and also a pleasant and memorable break from my stressful routine. To me,
the conference was indeed an eye opener.

2nd National Conference of Women in Police is a continuum of efforts undertaken at national level for
addressing the issues and problems confronted by women in police and arriving at the solutions by
following consensual approach. The conference had provided a platform for women in Uniform force
of all ranks, gathered together in Mussoorie, to ponder over various issue as Mainstreaming, Life Style
Management etc., and adopt the best practices at the local as well as state level, to be followed
throughout the country. It is indeed a forum which provided opportunity to lower strata to the force
to speak openly its mind, which other wise is not allowed in uniform force.
It may be a problem of promotion for lady Constables, gender desensitization as addressing lady
constable as LC (Lady constable) or WC(women constable), discrimination in allocation of work , not
providing equal opportunity to work and show their competence. The Conference is an attempt
towards bringing uniformity in the force by presenting the genuine problem confronted by women in
police to policy makers and adopting a resolution for striving towards working for betterment of the
women in Police.

2. Two aspects of the conference impressed me.
The first is the manner in which the participants
were involved in the conference. I am sure that this
has lifted their vision to higher sights and will
also raise their performance to higher standards and
build their personality beyond normal limitations.
It was nice to see the importance given to each of
the participants, irrespective of their rank and
treating them as if they are what they ought to be
and help them to become what they are capable of
being. Without a doubt, you and your officers
generated hope and conviction among the participants
of the Conference which will be successful in
translating the vision for the Women Police into
reality.
3. The second aspect that impressed me was your deep
involvement and the way your colleagues stood with
you to ensure that was not a scratch of deficiency
in the arrangements that were made. I was quite
evident that you had reached beyond the notes and
reached to the magic in your subordinates, who did
wonders to make every aspect of the event a success.
Your conduct displayed that Leadership is action and
not position. It was also nice to see that you
settled for good work and then let others have the
floor.
